The North Carolina State Community College Board cast a final vote Friday to admit illegal immigrants at the 58 community college campuses. Illegal immigrants will have to pay out-of-state tuition, about $7,700 a year, and they can be removed from a class if it is full and a legal resident wants in.
This measure has been opposed by ALIPAC’s William Gheen whose opposition to anything that would better the lives of Hispanics began in 2005 when he opposed HBl 1138, which would have allowed certain non-citizens to qualify for in-state tuition rates at publicly funded North Carolina colleges and universities.
At that time, and continuing until today, Gheen disparagingly and falsely referred to the “Access to Higher Education and A Better Economic Future Act” as “in-state tuition for illegal aliens.”
As is his style, Gheen filled the minds of the know nothings with his filth and lies about the students who would benefit from the bill.
By the time Gheen and his misinformation machine were finished, however, many North Carolina lawmakers and journalists, let alone average residents, were convinced the proposed law would instantly offer in-state tuition to any Mexican who hopped the border.
As a result, daily newspapers and TV stations began asking misleading poll questions. CBS affiliate WRAL Channel 5 News queried people about “a bill that would give children of illegal immigrants in-state tuition.” The Wilmington Star asked readers, “Should children of illegal immigrants get in-state tuition rates at N.C. colleges?” without mentioning the necessary qualifications or that children born on U.S. soil are automatically citizens under the U.S. Constitution. The polls skewed heavily against the bill, and in the end it was soundly defeated.
Gheen won this one with his underhanded methods and outrageous lies, but that was the last time he won on the issue, despite his proclamations to the contrary.
In 2008, Gheen called for supporters to rally around him at the final hearing on the issue before the college board. More than 120 supporters of the measure attended the event, yet Gheen was only able to rally 2 or 3 supporters of his position. Later, Gheen went to any media source who would listen, whining that the college board had “rigged” the hearing in favor of the illegals.
The North Carolina legislature will have the final word – or lack of one – on whether the state’s community colleges admit illegal immigrants.
The vote was the last step by the board in approving the new rule. It originally voted in favor of the change in September, and the vote Friday confirmed the decision after a public hearing in December and written comments.
But the debate may not be settled. The rule now goes to the state Rules Review Commission. If the commission receives 10 written objections asking for the legislature to review the rule, then it goes to the General Assembly. The legislature then can pass a law blocking the rule. If lawmakers take no action, the rule goes into effect.
Senate Republican Leader Phil Berger of Eden said there undoubtedly will be at least 10 citizens willing to file objections, and plenty of legislators will be eager to file a bill to stop the new rule.
But Democratic leaders in the House and Senate would have to allow such a bill to come to a vote.
Of this latest failure for William Gheen and ALIPAC, Gheen had this to say;
The requirement for out-of-state tuition, however, won’t last long. This is a bad vote. It’s part of a much larger national agenda. There’s an agenda afoot here, and they intend to give [illegal immigrants] all the benefits of full American citizens.”
However, proponents of the measure had a much more positive outlook.
Tony Asion, executive director of El Pueblo, said it was a “no brainer,” given that young people will be educated at no cost to the state because out-of-state tuition exceeds community colleges’ costs.
“We have no problem incarcerating somebody at a cost of $39,000 a year,” Asion said, “but we don’t want to educate them at no cost? That makes no sense to me.” (Nor does it to the majority of patriotic Americans in North Carolina and the 11 other states that allow in state tuition for undocumented students)
A review of policy in April by the consulting firm JBL Associates, found that the colleges could profit from accepting illegal immigrants if they paid out-of-state tuition.
