Dr. David McKalip, He's a Florida neurosurgeon, who serves as a member of the American Medical Association's House of Delegates.
By using disgusting racial images to pass along his point of view.
TPM has been on top of this as has DAILY KOS, IMMIGRATION TALK WITH A MEXICAN AMERICAN and other fine sites around the blogosphere.
Too damn stupid to be a proper racist! This is a picture of a Papua New Guinea tribesman wearing identical head-dress, feathers, and clothes to the man in the image forwarded by McKalip. So that suggests that McKalip's image was based on a Papua New Guinean, rather than an African. But it seems unlikely that McKalip himself was aware of this when he forwarded the email but and he didn't quibble with the suggestion that the image played on stereotypes of Africans.
When contacted, The American Medical Association had this response:

McKalip works at Bayfront Medical Center in Saint Petersburg Florida and has staff privileges at St Anthony’s Hospital in the same city.
Lutznancy, a blogger who posts on Daily Kos, contacted both of the institutions and these are the responses received.
I just got a call from the Director of Corporate Communications
Bayfront Medical Center in St. Pete and she’s livid about what Dr. McKalip has done–he’s works in the hospital. She said that she is an African American herself and the hospital will be investigating this matter!! I called earler and left her a message. YAY!!!UPDATE II: I just received the following email from St. Anthony’s Hospital in St. Pete in response to my email:
“St. Anthony’s Hospital is aware that an independent physician who has staff privileges at Bayfront and St. Anthony’s posted an inappropriate image on the internet that is not in keeping with our values.
The physician is not employed by our organization and is certainly not speaking for us. We are a values based organization and believe this physican’s actions do not reflect our values that guide our behavior on a daily basis.”

And giving further proof to the fact that most racists are blatant cowards, McKalip “apologized”, through a PR firm to President Obama.

Despite McKalip’s position on health system reform, he sends a sincere apology for a forwarded image of President Obama in an e-mail depicting the president in Papua New Guinean tribal garb with a logo beneath it saying, “Obama Care.”
“I genuinely regret the decision I made in passing this e-mail message along. Directly to President Obama, I sincerely apologize for offending him. This was, in no way whatsoever, my intention. The image has nothing to do with my feelings or thoughts on any race or culture. I recognize that this image is offensive and hope that the nation refocuses on assuring all Americans have access to high-quality, affordable health care with no party interfering in the patient-physician relationship. My intention is to focus directly on the issue at hand, which is putting financial and decision-making power into the hands of patients and taking it from government and insurance companies,” said McKalip.
The image forwarded was from a long chain of e-mails and not created by McKalip.
A half hearted apology since he blames the liberal media for his “outing”!

The fallout from this is far from over though. The Florida Medical Association has issued a condemnation of him.
STATEMENT ATTRIBUTABLE TO THE FLORIDA MEDICAL ASSOCIATION
TALLAHASSEE, Fla. (July 23, 2009) – The Florida Medical Association is an organization with a zero-tolerance for racist or discriminatory behavior. As such, we do not condone the circulation of what has been described by the press as a racist depiction of President Obama by David McKalip, MD. Dr. McKalip’s actions do not in anyway reflect the positions, attitudes or culture of the Florida Medical Association.The Florida Medical Association finds the actions by Dr. McKalip to be hurtful and in poor judgment. Further, we find his actions disrespectful to President Obama and the Office of the President. The Florida Medical Association is disappointed by Dr. McKalip’s actions and urges Dr. McKalip to extend President Obama an apology for this egregious deed.
And now, McKalip is suffering a severe case of PMS (Poor Me Syndrome) as evidenced in this message to his Tea Bagger Listserv.
I have had a very hard day. When you stand up and fight effectively for freedom and to protect the rights of patients from control by the government and insurance companies – you develop powerful enemies. They have used the opportunity of a lapse in judgment to try to discredit me since they can’t discredit my arguments. I am proud of my accomplishments in this fight. I am more proud of the hundreds of thousands of Americans I have come to know who feel as I do and are willing to stand up for freedom. The next few days will be difficult, and I ask for your support.
