Juarez Police will be keeping an eye on their side of the border as well as ours in an attempt to prevent another murder of one of their citizens

U.S. Border Patrol agents will not work alone in trouble spots which also will be watched closer by Mexican police to prevent more violence after last week’s wanton murder of a Juárez teenager, authorities said Monday.

The mayors of El Paso and Juárez and law enforcement officials met Monday morning to discuss ways to stem problems on the international boundary between the cities.

The meeting at El Paso City Hall took place a week after the murder of Sergio Adrián Hernández Güereca, 15, who was executed by a Border Patrol agent who claimed to being attacked with rocks while trying to make an arrest on the Rio Grande in Downtown El Paso. Videos of the incident contradict the agents account.

The meeting included leaders of the Border Patrol, U.S. Customs and Border Protection and Juárez and Chihuahua state police.

Border Protest

Youth staged a protest Saturday in response to the murder of a 15 year Juarez youth by US Border Patrol. This photo gives perspective of the distance across the border in relation to the damage a rock could do to someone standing on the other side of the line, which is in the middle of the river.

Over the weekend, a group of protester got together on the Mexican side of the US/Mexico border to protest the murder of 15 year old Sergio Adrian Hernandez Güereca by a yet to be identified US Border Patrol Officer.

About 20 Border Patrol agents turned out in riot gear, helmets and shields to watch the demonstrators, but wisely chose not to release any weapons this time.

The demonstrators appeared to have crossed the Rio Grande and attacked the international fence on the U.S. side of the border. The demonstrators also cut a hole in the fence.

Meanwhile, a know nothing congressman, famous for his anti-Mexican anti-immigrant rhetoric had a solution for the whole problem.

U.S. Rep. Steve King, R-Iowa, said a proper border fence could have prevented last Monday’s murder by a Border Patrol agent of 15-year-old Juárez resident Sergio Adrian Hernandez Güereca.

Murder scene from Mexican side

Scene of the murder of Sergio Adrian Hernandez Güereca from the Mexican side

The FBI, investigating the murder of 15 year old Sergio Adrian Hernandez Güereca by an unidentified Border Patrol Agent who shot Güereca in Mexico, has now expanded their investigation to include possible civil rights violations.

Mexican prosecutors, meanwhile, are investigating the case as a homicide, raising the possibility that the agent could also face charges in Mexico, although it is unlikely the U.S. would agree to extradite him.

The FBI formally added the civil rights element to its broader investigation into the alleged assault on the Border Patrol agent.

A civil rights probe investigates allegations of abuse by any U.S. law enforcement officer. If investigators determine the Border Patrol agent shot Hernandez without justification, he could be found to have violated Hernandez’s civil rights, which is a crime. The fate of the agent could range from being cleared of all wrongdoing to a charge of homicide.

Friends and relatives of Sergio Adrian Hernandez Güereca, 15, stand over his coffin in his home before taking him away for burial

Our friends at BORDERLAND BEAT has posted videos taken by witnesses on the Santa Fe Bridge, linking El Paso and Cd Juarez, that shows the Border Patrol Agent firing wildly in the direction of three people crossing back into Mexico. The BP goon is seen holding one of the men on the ground by the hair, while firing indiscriminately in the direction of the other two, who are in Mexico.

One shot finds it mark in the eye of 15 year old Sergio Adrian Hernandez Güereca, who is instantly killed. Witnesses have stated Hernandez, was not involved in the alleged rock throwing incident.

Another example of the excellent training our Border Patrol agents receive. Reminds on of another incident 5 years ago when another numbnuts in uniform discharged his weapon 15 times at an unarmed fleeing suspect and hit nothing. Remember convicted felon and former BP agent Jose “Dead Eye” Compean and his partner Ignacio Ramos?

Three other videos accompany this one at BORDERLAND BEAT, including a couple of the boys wake and funeral, which was held yesterday in Cd. Juarez.

This murder, as well as that of 35-year-old Hernandez Rojas who was beaten and repeatedly tased near the Tijuana-San Isidro border crossing moments before being deported to Mexico after living more than 20 years in nearby San Diego, California, illustrate the need to rein in these rogue agents and for the administration to fix our broken immigration system as they promised to do.

Mexico’s independent National Human Rights Commission, or CNDH, condemned the incident and said Hernandez Rojas was beaten by at least 20 U.S. federal agents for apparently “resisting repatriation.”

“They hit him repeatedly and gave him electric shocks even when he no longer put up any resistance,” the CNDH said.

Assault on Federal Officer Investigated

At approximately 6:30 p.m. on Monday, June 7, 2010, Customs and Border Protection Border Patrol agents responded to a group of suspected illegal aliens being smuggled into the U.S. from Mexico near the Paso del Norte Port of Entry.

One subject, Oscar Ivan Pineda Ayala, was initially detained on the levy. Another agent arrived on his bicycle along the cement apron that forms the river bank on the U.S. side. That agent detained a second subject, Augustin Alcaraz Reyes, but other subjects ran into Mexico and began to throw rocks at the agent.

This agent, who had the second subject detained on the ground, gave verbal commands to the remaining subjects to stop and retreat. However, the subjects surrounded the agent and continued to throw rocks at him. The agent then fired his service weapon several times, striking one subject who later died.

The Federal Bureau of Investigation has jurisdiction for any assault on federal officers and is the lead agency. The investigation continues and is being worked with El Paso Police Department, Customs and Border Protection Internal Affairs, Immigration and Customs Enforcement, and Department of Homeland Security Office of the Inspector General.

The area where this incident occurred is a known high-risk crime area where rocks are regularly thrown at Border Patrol agents and where other assaults have been reported.

EL PASO — The world knew José Cisneros as a great painter.
He was much more than that in El Paso, where his work turned heads and tore down barriers.

Cisneros, who died Saturday at age 99, was a gentle man and a devout Catholic who used his talent to battle racism, said Monsignor Arturo Bañuelas, pastor of St. Pius X Catholic Community. Bañuelas gave the eulogy Wednesday at Cisneros’ funeral.

“At a time when there was a lot of ugliness out there, when the Spanish were punished for speaking, when Latinos had to walk in the back door to eat, José Cisneros painted beauty,” Bañuelas said. “At that time, in those moments of ugliness, our maestro painted beauty for us.”

By showing that he, a Hispanic, could paint as well as anyone else, Cisneros was showing El Paso that minorities belonged.

“With the stroke of a pen and a pencil he challenged racism,” Bañuelas said.
